I am going to cut down a willow tree, but I am concerned about it growing back. How can kill the root system also.

Take out that stump as best as you can. Stump grinder will do the trick.

Once it's down and gone, just make sure you mow over any upstarts from the old root system. With no topgrowth to support it, it won't last long if you keep knocking it back for a while.

If you decide to go the stump grinding route, I saw one at the home depot rental section this weekend.
