Aside from the questions Jeff J asked, you also need to ask 'What stressed them'

Then we can give you more direction.

Trees are around 40 years old. Five trees in the front yard, three in the back. The three showing the stress are in the front yard along the curb of the street. They are dying back from the top. We water 2 in. every two to three weeks during the summer. The city only allows watering once a week. The average rain is 15" to 22" a year.
Thanks for your help.

OKay, so what we need to figurre out is this: what things are different in the soil/watering/feeding/etc between the front yard near the street and the back yard. Is the grade different? Does the water run off rather than soak in up front? Do you have a lot traffic up by the other trees?

What sort of ferrtilizer doyyou use and how often do you use it?

I had a couple of questions also. Is the root flare showing? A lot of older trees have had soil heaped on them when streets were built. Also, have the streets had work done like sewer, water or gas? They may have cut a lot of roots when digging.
