Can I use the mail I shred as mulch around plants or add it to the compost pile?

I shred all of my junk mail, except for the glossy pieces. As I turn my compost pile I layer in some of the shredded paper. In the summer, when the pile gets real hot, the paper decomposes in two weeks or less. I would not use it for mulch because, of my past experience, it just blows away, when it is dry, plus it mats down and does not allow air and water to seep down to the roots of the plants. Also, if you have plants that don't like 'wet feet', (the roots), it tends to hold water. The best mulch is shredded native cedar. If you have a garden and have not shredded the newspaper yet, it makes a great weed barrier with either grass clippings, compost, or mulch on top. The Dirt Doc says to use 5 - 7 layers of paper.
